<li><strong><a name="II"></a>Covanta Haverhill Energy from Waste (EfW) Facility</strong> <br />
<br />
The Covanta Haverhill Energy from Waste facility operates two 825 tons-per-day municipal waste combustors equipped with Martin® reverse-reciprocating grates and Zurn Waterwall Boilers. The combustors operate 24 hours a day, seven days a week and are designed to combust a combined 1,650 tons per day of municipal solid waste (MSW). The combustion process reduces the volume of the solid waste being landfilled by almost 90%, increasing the landfill capacity 10-fold. <a href="/efw_process.shtml">See the Covanta Energy from Waste Facility diagram.</a> <br />
<br />
From the combustion of the waste, each boiler produces up to 225,000 pounds of steam per hour. The steam generated from the boilers is supplied to a steam turbine that drives an electric generator capable of producing up to 49 Megawatts of renewable electricity. Covanta Haverhill uses approximately 5 Megawatts for its own machinery and the remainder is provided to the New England power grid system. <br />
<br />
<strong>Air Pollution Controls</strong> <br />
The municipal waste combustor boilers are equipped with state of the art pollution control equipment including:</li>

<li>Highly efficient Martin Stoker combustion controls to destroy organic compounds such as dioxins and control the formation of carbon monoxide emissions;</li>
<li>Covanta patented LoNOx control systems and SNCR injection systems to control nitrogen oxides;</li>
<li>Lime injection scrubbers that utilize a lime/water slurry mixture to neutralize acid gases, such as sulfur dioxide and hydrogen chloride;</li>
<li>Carbon injection system to reduce metal emissions including mercury and;</li>
<li>Fabric filter baghouse to remove dust and contaminants from the flue gas before it exits the stack.</li>
</ul>
</ul>
<blockquote dir="ltr" style="margin-right: 0px"><blockquote dir="ltr" style="margin-right: 0px">
<p>The flue gas exiting the stack is continuously monitored by CEM computers in the operations center to make sure emissions levels are in compliance with regulations. The Massachusetts Department of Environmental Protection (MA DEP) has established compliance regulations, which are in most cases, even stricter than are mandated by the federal US Environmental Protection Agency (EPA). Covanta Haverhill, in turn, maintains levels of emissions even lower than what is required by the MA DEP regulations. <br />
<br />
<strong>Ash System</strong> <br />
The combined ash residue is moistened, cooled, and further processed to remove metals for recycling. The ash is classified as non-hazardous waste in accordance with USEPA and MA DEP standards, and is landfilled at the on-site state of the art Ward Hill Neck landfill. <br />

<li><strong><a name="III"></a>Ward Hill Neck Landfill <br />
</strong><br />
The Ward Hill Neck landfill was first constructed in the early 1980’s as a municipal solid waste landfill. In 1988, the MA DEP approved a Master Plan for the landfill that detailed the development of the landfill in 14 phases (I – XIV) to provide for 20 years of residual disposal capacity. In 2003, the DEP approved an expansion that added phases XV and XVI to the site’s capacity. The current facility is approximately 70 acres in area. <br />
<br />
Prior to the Energy from Waste facility, the landfill accepted municipal solid waste from area towns. Since 1989 and the startup of the EfW facility, the landfill has generally only accepted ash from municipal waste combustors. However, it does serve as an emergency MSW waste bypass facility in case an emergency should occur at the municipal waste combustors. <br />
<br />
At this time, the Landfill Phases I-IX, XIII and XIV have been filled and closed utilizing a MA DEP approved cap design. Phases XI, XII and XV are currently permitted for waste. Phase X was eliminated from the master plan. Phase XVI will be constructed in the future. <br />
<br />
The newest landfill cells are equipped with a 7-layer liner system, one of the most stringent liner designs in the country. There are 3 primary layers, a leak detection layer that is continuously monitored, and 3 additional protective layers. Water that percolates down through the waste to the liner system is collected onsite as Leachate. The treated leachate is pumped back to the Energy from Waste facility to be reused for cooling the ash and the air pollution control equipment. Since 2003, Covanta Haverhill has not discharged any wastewater (EfW facility or landfill) to the city of Haverhill’s sewer system. The recycling of wastewater has also reduced the amount of fresh water that the facility must utilize from the municipal water supply. <br />
<br />
All closed capped areas of the landfill are equipped with a landfill gas (LFG) collection system. The LFG system serves to collect landfill gas generated from MSW waste, prevent odors to the community, and prevent greenhouse gas (methane) emissions. Once collected, the gas is safely combusted in an onsite landfill Gas Engine to generate 1.6 megawatts of renewable electricity thus reducing greenhouse gases from fossil fuels.<br />
<br />
<strong>Fleet Maintenance Garage (FMG)</strong> <br />
The FMG is utilized to maintain and repair the transportation fleet, all landfill equipment, front-end loaders used at the EfW, and all miscellaneous mobile equipment. <br />

As part of Massachusetts’s Zero Mercury Strategy, the Covanta Haverhill Energy from Waste Facility has developed a program to promote the recycling of mercury containing products. <br />
<br />
Covanta’s Mercury Material Separation Program (MSP) was first kicked off in 2001. Since then, the plan has been evaluated each year and has evolved to target many different sources of mercury that are found in every day products seen in homes, businesses and public buildings. As a result of stricter air pollution controls and the Material Separation Plans, the US EPA estimates that mercury emissions have been reduced by 91%. <br />
<br />
Covanta Haverhill, Inc. employs a full-time MSP Coordinator, Daniel Harty, who works with the client communities that send their municipal waste to Covanta Haverhill. <br />
<br />
In 2008, Covanta Haverhill collected and properly disposed of more than 75 lbs of mercury recovered from thousands of thermostats, thermometers, devices and over 228,000 feet of fluorescent lighting. <br />

<li><a name="II"></a><strong>Material Separation Plan</strong> <br />
Covanta Haverhill’s Material Separation Plan has five main components: <br />
<br />
<strong>1. Public Awareness.</strong> <br />
This component is designed to educate the public through radio advertisements, printed media, and presentations, about mercury-containing products and how to properly dispose of them. <br />
<br />
<strong>2. Public Collection Events</strong>. <br />
Covanta Haverhill sponsors mercury product collection events for its client communities throughout the year. Each event provides an opportunity for businesses and residents to recycle spent bulbs (fluorescent, HID, etc.) at NO COST. Residents may also bring in any other mercury-containing products including thermostats, button batteries, fever thermometers, and containers of mercury. Businesses with larger amounts of light bulbs may opt to send them directly to the recycler, and Covanta will reimburse them for 50% of the cost. <br />
<br />
<strong>3. Thermometer Swaps.</strong> <br />
A program has been set up to recycle mercury- containing thermometers. The thermometer swaps are held throughout the year at senior centers, local fairs, and during flu clinics. When a mercury thermometer is turned in, a digital one is given as a replacement. In addition, each community’s health department has been set up with thermometer recycling pails and digital replacements for ongoing recycling. <br />

<strong>4. Municipal Reimbursement For Mercury Programs</strong> <br />
To assist communities with the cost associated with mercury product recycling, Covanta reimburses all Covanta contract communities for the cost incurred in collecting, storing, and recycling of residentially and/or municipally generated mercury containing products (fluorescent bulbs, thermostats, thermometers, etc) collected at HHW days or at permanent facilities (Universal Waste Sheds). <br />
<br />
<strong>5. Tradesman Partnership.</strong> <br />
This program provides outreach to tradesmen that regularly deal with mercury-containing products such as thermostats and bulbs. Specifically, Covanta provides a financial incentive to Heating, Ventilation, and Air Conditioning (HVAC) mechanics, plumbers, and other tradesmen and assists with proper disposal of the products. <br />
<br />
<strong>6. School/Health Clinic Clean Outs and Outreach.</strong> <br />
In this program, Covanta has retained an engineering firm to conduct thorough surveys of school buildings for any mercury-containing products. Once the survey is complete, Covanta Haverhill will coordinate the removal of these products and their replacement with non-mercury substitutes at no cost to the school. <br />

<p>May 17, 2004 – The American Society of Mechanical Engineers (ASME) Solid Waste Processing Division (SWPD) recognizes Covanta Haverhill, Inc. as the “Large Waste to Energy Facility of the Year”. This award is given annually to solid waste processing facilities for both combustion and material recovery.</p>

<p>June 15, 2004 – OSHA Region 1 presents Covanta Haverhill the Bronze Star award in recognition of its participation in the Voluntary Protection Program (VPP).</p>

<p>November 21, 2003 – Covanta Haverhill, Inc. celebrated entry into the OSHA Voluntary Participation Program (VPP) with its flag raising ceremony. Covanta Haverhill has earned the distinction of being the first Covanta Energy facility to enter the VPP ranks.</p>

<p>In 2008, the Covanta Haverhill facility recycled over 11,000 tons or 22 million pounds of metal from the waste that it received. As part of the mercury product outreach program (See Mercury Recovery), over 111 pounds of mercury contained in various products were diverted away from the waste stream and properly managed.</p>
<p>For the last 16 years, Covanta Haverhill, Inc. has overseen a Recycling Committee for the municipalities that send their waste to our facility. Daniel Harty, Covanta Haverhill’s MSP Coordinator (See Mercury Recovery) coordinates the committee. The committee meets four times a year to discuss various community recycling initiatives and to share success stories. Each client community is welcome to send a representative, volunteer or otherwise, to the meetings. MA DEP and Municipal Assistance Coordinators (MACs) also attend the meetings to inform communities of statewide recycling programs and opportunities. In addition, each community receives a grant from Covanta Haverhill every quarter to help fund further recycling efforts. The following is a list of Recycling Committee members:</p>

<div>As an USEPA Performance Track Member, Covanta Haverhill has:</div>

<li>Reduced annual diesel fuel use by more than 7000 gallons.</li>
<li>Recycled over 7000 tons of glass in onsite landfill projects.</li>
<li>Continued work with the city of Lawrence, MA to redevelop a former Covanta power plant site into a city park.</li>

<div><strong>Developing Renewable Energy</strong></div>
<div>Covanta Haverhill has been very active exploring renewable energy in addition to its Energy from Waste facility including: </div>

<li>Landfill Gas: Constructing a new 1.6 MW landfill gas-fired engine.</li>
<li>Wind power: Operating a new 10KW wind turbine in operation and evaluating commercial scale wind project.</li>

<div><strong>Superior Emissions Reductions</strong></div>
<div>In 2000, the facility was retrofitted with new fabric filter technology, mercury controls, and NOx control systems to reduce emissions far below the most stringent requirements in the country.</div>

<div><strong>Zero Discharge of Waste Water to Environment </strong></div>
<div>Since 2002, both the landfill and Energy from Waste facility have eliminated all waste water discharge to the city of Haverhill (Over 10 million gallons/year).</div>

<div><strong>Eliminating Chemical Use:</strong></div>
<ul>
<li>In 1999, Facility eliminated the bulk use of Sulfuric Acid and Sodium Hydroxide through the installation of a reverse osmosis system.</li>
<li>2007-2008, Facility installed a new Covanta patented Lo-NOx Nitrogen Oxide Control System, thus dramatically reducing the amount of aqueous ammonia necessary to reduce NOx emmissions.</li>
