Numerous communities benefit from the waste disposal and energy generating services provided by the Southeastern Connecticut Resource Recovery facility in Preston, Connecticut. The facility opened in 1991 and will provide a minimum of 25 years of municipal solid waste disposal service to towns comprising the Southeastern Connecticut Regional Resources Recovery Authority.</p>
<p style="margin-left: 10px">The facility receives waste six days a week and processes 689 tons of municipal solid waste daily. The plant sells electricity generated beyond its internal operating consumption to Connecticut Light and Power, reducing disposal costs and returning the power generated to CL&P's grid.</p>
<p style="margin-left: 10px">The Southeastern Connecticut facility received the OSHA Star designation in 1995 and recertification in 1998.</p>

<p>The facility operates two (2) Municipal Solid Waste (MSW) fired municipal waste combustors (MWCs) capable of processing 345 tons per day of MSW. The total plant capacity is approximately 689 tons per day. Each of the two MWC's is a Deutsche Babcock Anlagen Furnace/Boiler utilizing a rollergrate stoker system. In addition to firing MSW, each unit is capable of firing heating oil as a fuel during startup and shutdown. The steam produced by the MWC's is sent to one (1) turbine generator with a nameplate capacity of 18 Megawatts.</p>

<li>Pollution Control
<ul>
<li>Air pollution emissions are controlled by combustion controls within the furnace/boiler, a spray dry absorber, followed by a 6-compartment fabric filter, and a carbon injection system.
<ul>
<li>The spray dry absorber applies a lime/water slurry mixture to the boiler outlet gases. The lime slurry mixture neutralizes the acid gases and cools the outlet gases as well.<br />
</li>
<li>The fabric filters remove particulates and provides a secondary neutralization surface. <br />
</li>
<li>The carbon injection system controls the mercury emissions. <br />
</li>
</ul>
</li>
<li>Covanta also conducts continuous emissions monitoring (CEM) of stack gases for carbon monoxide, carbon dioxide, sulfur dioxide, nitrogen oxides, oxygen, and opacity which allows the control room to continuously monitor the performance of each combustor unit. The CEM data is recorded and is summarized following the end of each quarter. The CEM quarterly report is then submitted to the DEP and EPA for review. </li>
